Scotland’s small and medium-sized (SME) builders are ready to help tackle the country’s housing crisis, drive forward net zero ambitions, and support local economies. But they need the right support from the next Scottish Government.

The Federation of Master Builders (FMB) has set out five key areas where action is needed to unlock the potential of Scotland’s construction SMEs:

  • Skills – Invest in training and apprenticeships to grow a skilled workforce for the future.
  • Standards and Licensing – Introduce a mandatory licensing scheme to raise standards and protect consumers.
  • Retrofit and Energy Efficiency – Deliver a national retrofit strategy to upgrade Scotland’s existing homes and cut carbon emissions.
  • Planning and Housebuilding – Reform the planning system to make it easier for SME builders to deliver high-quality homes.
  • Public Sector Contracts – Make procurement fairer and more accessible to small firms.

Our manifesto is shaped by the experiences of builders on the ground and offers practical solutions to some of Scotland’s biggest challenges. With the right policies in place, SME builders can help deliver growth from the ground up.
