Our new survey has uncovered the true cost of unregulated building work in the UK, revealing that cowboy builders have cost British homeowners an estimated £14.3 billion over the past five years alone.
As a builder, setting yourself apart from the cowboys can be a real concern.
We know that when a culture of people getting ripped off sets in, it’s honest, hard-working builders who pay the price. Every time a rogue trader cuts corners or disappears mid-job, public trust in the whole industry takes a hit. And with no mandatory licensing in place, it’s far too easy for untrustworthy to damage the reputation you’ve worked hard to build.
At the FMB, we believe it’s time to fix this. That’s why we’re calling for mandatory licencing scheme – to help rebuild trust, recognise professional builders and make it harder for cowboy builders to operate unchecked.
Over a third of homeowners have hired a rogue builder
Our research, aimed at highlighting industry risks and public perception, shows that 37% of UK adults have had the misfortune of hiring an unreliable or unqualified builder. This comes at a time when skilled trades are under pressure, with 44% of homeowners stating it’s now harder to find available builders compared to five years ago.
Among the most concerning findings for those in the trade:
- 85% of homeowners say building costs have risen, with nearly half saying they’ve increased significantly.
- A third of homeowners have delayed or abandoned projects due to costs or builder availability.
- 34% attempted DIY renovations, while 16% gave up entirely.
- 35% encountered unexpected extra costs, 22% saw jobs unfinished, and 33% experienced poor workmanship.
On average, victims of rogue builders lost around £1,759, and many were left with dangerous or condemned homes. One tragic case involved a homeowner whose extension project turned into a financial and emotional crisis, leaving her in debt and battling severe mental health issues.
Why it’s time to license builders
Given these alarming findings, we’re now ramping up our campaign for mandatory licensing across the building industry, particularly for domestic work. Unlike other professions - such as gas engineers or electricians - builders currently face no formal regulation or qualification requirements to legally operate.
Our recent ‘Licence to Build’ report, outlines a practical licensing system that could protect consumers and promote high standards. 81% of the public support licensing, and nearly half wrongly assume it already exists.
What it means for you
For reputable tradespeople, a licensing scheme could be a game-changer, helping to:
- Level the playing field by driving out rogue traders
- Rebuild public trust in the industry
- Increase demand as homeowners gain confidence to invest in renovations
With billions lost and lives impacted, our message is clear: regulation is not just about control - it’s about raising standards, protecting consumers, and strengthening the future of the building trade.
For builders who pride themselves on quality and professionalism, licensing could finally mean the recognition and protection the industry deserves.
